Ray Simon, Chairman – Ray’s illustrious career in public service, investigations and insurance spans more than 50 years, beginning in the Air Force during the Korean conflict and continuing to his active role as Chairman of The Simon Companies today. Along the way, Ray has earned a Master’s Degree in Criminology from Cambridge and a Ph.D in Criminal Justice from MacArthur University. He’s served Modesto, California as Planning Commissioner, City Councilman, and Vice Mayor and Stanislaus County as a Supervisor, then Chairman of the Board of Supervisors for eight consecutive terms. Ray became CEO of Freese & Gianelli in 1960, and founded Pegasus Risk Management with his son, Jeff in 1995.


Jeff Simon, CEO & President – Jeff’s varied and distinguished career sets the company standard for leadership and integrity.  From the creation of Valley Copy Service in 1981, to Record Recall in 1992, Pegasus Risk Management in 1995 and a suite of supporting ancillary services in 1996, Jeff’s entrepreneurial spirit and desire to lead the way in the area of claims administration, medical management, investigations and medical bill review is evident.  As CEO & President of The Simon Companies, Jeff oversees total program operations, inspires excellence and motivates team members to continue to strive toward leadership in the workers’ compensation and liability claims administration market through the development and enhancement of customized solutions that create maximum value to our clients and stakeholders.


Paula Towe, ARM, Exec. Vice President–  Paula’s impressive 35-year career has involved nearly every facet of workers’ compensation. This includes civil litigation, applicant and defense work for insurance companies, self-insured/self-administered employers and third party administrators.  Paula joined Pegasus Risk Management in 2000 and was promoted to Vice President of Claims in 2004.


Karen Hoch, Vice President, General Liability - Karen has extensive management experience in the general liability claims administration field.  She has also worked in the area of self-insured large group health benefits administration and reinsurance first in Account Management and then in Sales and Marketing.  She was responsible for a multi-state territory and accounts ranging in size from 100 to 10,000 employees. She maintains excellent reinsurance and excess carrier knowledge and specializes in self-funded administration.  Her expertise includes a thorough understanding of federal and state regulations and reporting requirements, civil litigation, employment claims handling and professional malpractice claims.  She joined Freese & Gianelli in 1996.


Jackie Smith, RN, CCM, BSN, Vice President, Medical Management -  As a nurse with more than 20 years patient care experience in a variety of clinical settings, Jackie’s experience and perspective have been a benefit to Status Medical Management since 1996.


Brian Bergstrom, Vice President, Investigative Services  - Brian began his career in law enforcement with the Modesto Police Department in 1989.  He has been identifying, investigating and pursuing workers’ compensation and liability fraud with Status Investigative Group since 1995.


Lanae Rutherford, Vice President, Sales– Lanae has been in the insurance industry for over 25 years. Her background includes Account Management, Senior Account Management, Broker, Sales Executive and Business Development Management specializing in the Workers Compensation arena. Lanae brings a wealth of worker’s compensation knowledge to her position as the VP of Sales for The Simon Companies.


Sharlene Russell, Vice President, Client Services/ MIS – Sharlene’s experience as a DBA started in the early 1990’s and there are few systems she hasn’t mastered. Additionally, Sharlene’s expertise includes report design and creation, Medicare and EDI reporting, and complex multi-system communications.  Sharlene joined The Simon Companies in 2000


Toby Stime, Vice President, Provider Networks – Toby’s career began in group health in 1990. He served as Director of Facility Contracting for Interplan, a California PPO network from 1999-2001, contracting with hospitals surgery centers, Diagnostic and PT facilities. He’s developed and managed the Status PPO Network since 2001. Toby also specializes in the development of custom medical provider networks for clients.
